If your notebook is overheating from normal use, then you have a defective notebook that should be returned to the manufacturer immediately. Notebooks will NOT overheat under normal use under any circumstances as long as you stay within the recommended operating limits (it's common sense that if you use your notebook computer in the middle of a 140-degree desert in direct sunlight, you're an idiot).

Now... why do we NEED a notebook cooler again?
