| I read the contents of the linked page and it didn't seem to quite match the problems we were experiencing. My mum had a look too and tried to apply the info to her Norton settings, but she's not the most technologically accomplished user, so a bit like asking a kipper to ride a bicycle...maybe you and your fella have more luck with it. It's worth a try.
Also - are either of you using Limewire (p2p)? If so, try shutting it down before commencing your call. I have had issues since we binned mum's Norton, in that she appears not to respond to an invitation to video chat even when she's sitting right next to the machine waiting for my invite. Switch off Limewire my end and hey presto, we chat.
Sorry not to be able to help more. My humble opinion is that the PC user should uninstall Norton in favour of something less ...umm... crap /hopeless / irritating?
