I don't use SafariSpeed - isn't there any settings in that app for the toolbar, or any info in a read-me file that should come with an app like that?
'plain ol' removing the app' will not likely change that toolbar. The app has changed Safari's plist file. If the lower toolbar works, then you can try just removing the upper one. If the lower does not work at all, then try a reset of Safari (under the Safari menu). If that doesn't help, remove Safari's plist file from your user/Library/Preferences folder.
