The reason probably has something to do with WMA being a Microsoft-owned codec, and, as such, must be "licensed" to be used by an operating system.

On the Windows side, iTunes can simply call a Windows API to manipulate (unprotected) WMA files, but on the Mac side, there is no WMA API to call, and I'd be willing to bet since Apple's pushing their AAC codec that there's really no motivation to spend money to get a license.
