I hope I'm not misunderstanding your question but you need to set the ringing sound via Skype's preferences, which are to be found by clicking
Skype (top left), choosing Preferences -> Audio, or Notifications. In Audio I can set Ringing to sound through either headphones of internal speakers. Make sure your computer speakers or headphones have the volume set as you need it, and that you haven't inadvertently checked the Mute option.
Those numbers are your router addresses. Contact your ISProvider to work through the required settings. Alternatively, try using a different browser eg. FireFox.
