I am using Windows XP on my office computer, and a client has emailed me files scanned with .ds_store. How can I open these files.

Ignore them. Just trash them, they mean nothing on a PC, they hold information about the Mac folder they're in, display preferences and so on.
There are ways he can avoid sending them to you but since you have them now just delete them.

I don't see why that was necessary. Windows users never really see these files on a normal basis. And usually these files are hidden in Mac OS X. These files also appear in GNU/Linux and BSD operating systems so it's not just Windows users. It's just that non-Apple operating systems don't process these files as OS X does.
As EDCC mentioned, this is the section for Switchers so it makes sense that a question like this would be asked.

Friendly remind the client about that .ds_store and suggest getting the free TinkerTool (http://www.bresink.com/osx/TinkerTool.html) to turn that off when sending documents.
