The Maps application is next to useless unless you have a WiFi spot all the time. It would be much more efficient to be able to save a city so you can look at it later on when you are offline.

Is this possible without hacking the iPod touch or iPhone?

You don't have to use wifi, you can use it over 3g/edge - most plans here in the UK are unlimited data plans so as long as I am not abroad I don;t find this an issue.

Nope.
The only way to do this is jailbreaking, currently.
Unless you take a screen shot of the map when connected to a network?
HAHa :P

You just have to compute your route BEFORE you disconnect from your WiFi Network (ie: enter your destination and arrival points and step through your route – I find stepping through all way points ensures everything gets cached). These cached steps will be available off-line once you are disconnected. Not as good as a local map database, but works for a single set of directions.

Please check out wikimap (full version). It allows users to save Open Street Maps (OSM) for offline map navigation and browsing. For more information, please visit
