Does anyone know of a site or sites that stream video to iPhone/iPod Touch? I do not have a tuner so EyeTV will not work.

YouTube app included with the iPhone/iPod touch does this. So does Joost.
CBS streams their shows to the iPhone with the tv.com application:

What I mean is can you stream all tv (news, tv shows, etc..)? I would like to stream our local channels to the iphone without buying a tuner.

no, no and no. eyetv also won't stream live tv to your iphone, but it can stream converted videos over wifi.
joost etc. will stream some content, but there's no "tv tuning" application in appstore that would somehow do it all.
oh, and you seriously need an "anyone?" filter. do *NOT* bump your threads in the future please. It's very annoying.

Can you get the EyeTV software free? If not is there a free alternative?

Sling has products for that. Slingbox and their sling application for iPhone (and Blackberry etc).
When you have slingbox you can get the sling player for iPhone...

The box is not free (gee, just as so many other things in life...), but it does what you want. You don't need a TV to use it technically, antenna in to the box is enough.
