The 'button' to enable journaling is normally in the Disk Utility toolbar. You can choose Customize Toolbar from the Window menu in Disk Utility, where you can add that button if it is missing.
You can also enable journaling in the Disk Utility File menu.
You can also enable/disable Journaling with one of the many utilities that allow you to change that setting within the utility. One example is Xupport.
