Okay here is a map of the counties of California (the District of San Diego is in red). Which would you consider Northern and which Southern? Or should we go with what Disneyland used for their Southern California discount (were if you had a zip code from an area they considered SC, you got a reduced rate to get in).brought up by Tommy
The gerrymandering would be a bit tricky. Basically I'd like Northern California to keep it's water and some of the farms. Southern California can invest in desalination and negotiations with Colorado/Arizona for Colorado River water.
