[FIXED] Where is the command to reopen a ticket?

I have a ticket that I want to reopen, but I can't find where you put it.

Ummm... yea, I need to get this on that side of the fence. The user is capable of doing this now, but Ill get it setup so techs can as well. Not sure why I didn't do that already.

Techs can reopen tickets and have been for about a week. I didn't update this bug thread - so doing it now.
