CAn my belkin usb wireless adaptor connect me to the internet via airport?

If it works on your Mac, it can connect to about any wireless network. Same protocol usually.

Depends on the adaptor. Not all of the adaptors made work with OS X and it can even come down to hardware revision of the card. Sometimes the producers will change the chipset in their wireless adaptors but not change the model number, they'll just switch it to be like v1.2 or something. You'll have to do specific research on your exact model.
