Sounds like it's either a worn out or bent out of shape connector in the Powerbook or maybe a broken wire in the cable from the power brick.
I have a 12in G4 PB and its been dropped a couple times whatever, its 3 years old, but still running strong (minus the optical drive hah) but the more pressing problem is that the plug in now is reeealllly finicky. I've had to sorta push it at an angle for a little bit to get the connection right, but now it goes back and forth between plugged in/charging. Also, its harder to obtain that connection than before. What's my problem? The Adapter or the DC In? Thanks.

dc in, you have whats called a dry joint, the solder has failed, If you take it in to apple they can sort this out no prob.
My old iBook had exactly the same problem, and yes it is just a worn joint and not too hard to get repaired.
