Get video from player to hard disk

I've got a G4 Dual 1ghz "windtunnel" with what I think is probably an ATI 9000 (not sure where to get this info!).

What's the cheapest way of getting reasonable quality video from a VHS video cassette tape onto the HD for editing/burning to CD?

I'm presuming I need some sort of card, or will the ATI graphics card do it somehow?
