| Locking The Dock! Sys Prefs --> Accounts --> + --> Enter Details in --> Parental controls --> Configure --> Some Limits --> Tick All But Modify Dock. This Will Prevent the dock being modified Only with that user

| If you would like to set the dock with items make the user without the restriction and add them and then add the restriction
