classic will not update following tiger installation on pb12

Upgraded 867 PB12 (640 ram) from 10.3 to 10.4.3 .

Error message:
"There is a problem with updating the Classic specific files.
Classic was unable to update its files in "System Folder" on "Hard Drive""

appears after tiger installation. This stops 9.2 from loading.
Tiger installation took several attempts, as a kernel panic?? appeared on first few start-ups.

Classic worked fine until the upgrade. All normal cures have been attempted (permissions, rebuilding, extensions, DFA etc). I have even tried copying over the classic files listed in the update log from one of my other puters.

No luck.

At this time i am not quite ready to attempt a re-install of 9.2.

and no, i don't have divx on this puter.....

Has anyone had and solved this problem?
