Updating Localised OS 9.1 to OS 9.2.1

I have OS 9.1 installed and am trying to update to 9.2.1 but it says it cannot update this localised version of OS 9. What does this mean and how can I get around it?

oh by the way which localisation do you have ?

Thanks alot. I managed to sort it out in the end after I realised that localisation refers to geographic region, and not localness of hard drive!!
