Printing quotas and client marker in 10.3

When we were using OS 10.2 Server (Workgroup Mgr. & Mac Mgr.) for our OS 9.2 clients, I was able to limit the number of pages each student in my school could print each day, and it also printed the client's account name at the bottom of each page. Now with OS 10.3, I can't find those same controls-are they still there?
