WGM Managed apps not working

Hi

The server is running 10.4.8, the clients are bound to both OD and AD. My client machine is managed for access and that part works. I have now set up managed apps with an allow list which I ran from the workstation.

When I login as a user who has access to the machine with a standard user account, they are still able to launch the apps like activity monitor and directory services which are not in the allowed list.

What have I missed in getting the managed apps to work?
