now that you have explained what you mean maybe someone else can answer it, i have always just accepted that it is this way just like extensions would be alphabitized in two seperate groups in os 9 using conflict catcher. my guess, and it is just a guess, is that some items have a space in the name at the beginning so that they are accessed first.
hopefully another volunteer will come along and clear this up.
