Build Own Dictionary Application

Hello,

I work in teaching foreign (non-Latin) languages to English (Latin character) readers.

I want to create a dictionary that is based completely on entries of my own since none of the word I use exist in English or any other language that uses Latin characters.

Does anybody know of an application, shareware or freeware that helps me build my own dictionary?
