Osx Mail - No Import, No Mboxes

Hi there,
thanks for this help, it's great!
i've just set up a user account on a mac OSX (the first account is fine)
The second account is not. I've given the user admin privileges so can read & write everything (including mailboxes, mail & library) but I can't import (from mac mail on a HDD[external] or the other user account (where it imported from the HDD fine) - it will import the mailbox but none of the contents. frustrating!
And it won't allow me to create any mailboxes. I just get: Unable to create path ~/Library/Mail/Mailboxes/name.mbox.
Taking ages to load 'help' too
