Mac Os X Keyboard Layout

Is it possible to define a new keyboard layout that will disable the audio volume control keys on a standard Mac keyboard and, if so, how is this done?

(It would be nice if the Sound System Preference could be selectively disabled on managed accounts but I haven't been successful in doing so.
