Can't get "Open with" to set

I just upgraded from 10.3 to 10.4
All's well except I can't set my .pic files to open with a specific app (Photosphere)
I Get Info on a .pic file
Set it to open with Photosphere
I click Change All
get the warning and accept the change
Now that file is reverted to open with Preview.

I've run disk utility Repair disk permissions.. no change
