Launching Apps By Dragging Icon Over

Similar problem to one raised June 17th:

I'm having same problem under 10.4.2 with Photoshop files and Sit files - fires up app, but won't open the actual file.

Dragging file icon over the app icon in either the Doc or the Finder just opens app but not the file.

I've repaired permissions too.

Im having the same problem and I cant find the solution... it sux! if you ever figure it out please let me know... I'll do the same.
