Imovie - Idvd Picture Quality

I made a dvd with iMovie HD and iDVD 5. The iMovie mostly consisted of digital photos. When you watch the dvd the picture quality is poor on high res digital photos.

Here's the thing, during any transition (such as fade in or cross dissolve, the picture is crystal clear, then when the transition is over, the picture turns to low quality, like its pixelated.

Any ideas?
