Mac Mail In Tiger

1) I am running Tiger 10.4.2 on an iMac G5 and when I send email with attachments the recipient gets an email with a lot of extraneous question marks. There is a question mark after every period as well as a row of them at the bottom of the email. The emails are going out in Rich Text format.

2) Everytime I go to open a microsoft office file that is attached to an email the system says that I need to choose an application to open it with.

Do you have to use RTF? Plain text is the preferred format for E-Mail. Also: If you paste or drag attachments to the message window instead of using the attachment command, make sure you only add stuff to the very end of the message.
