I presume you are looking for a cheap utillity so this is probably way out of your price range but I thought it worth mentioning. After Effects does a damn good job of converting movies to animated gifs. Obviously one would only want to convert a small animation or such, as anything bigger would be a compete waste of time as the file size would be huge. Also you will be restricted to 256 colours.
