Installing Activity Monitor?

I've installed Tiger but their seems to be a lot of utilities missing, I've looked in the packages folder on the OSX install disc but can't seem to find Activity Monitor to install, help!

Did you check inside the Utilities folder?? It's weird if it would be missing from there.

DeltaMac will become famous soon enough
If a few utilities did not install, that should leave you wondering what else did not install. Did you let the installer complete, or did it quit with a typical message (like 'The installer encountered an error. Please install again', or something similar)?
Did you do an Archive and Install option? If so, everything should have reinstalled. You shouldn't have to discover all the bits that the installer somehow missed. Try the install again, and choose the Archive and Install option this time, to assure that you have a complete install.

How much free space is available on your hard drive?

Also in regard to the blue tooth there were a couple of upgrades that would disable the bluetooth module. You ned to reset the PMU to bring it back to life if that is the case.
