I'm afraid not. You can only install Mac OS X on Apple computers.
If you did have an Intel-based Apple computer, yes you would be able install both WinXP and MacOSX and choose between them.

Yes. And no. It depends. For example, if what you want to do is write a paper, then it wouldn't matter much. If you want to play a game only available for Windows, then Mac OS X is not slower, it doesn't perform _at all_. If it's about getting work done, I personally prefer Mac OS X any day - but the important word is "personally" here. I'd go to a store selling Macs and try one out for a while. Let a salesperson show you a couple of things that interest you. And if you're ready, your next PC will be a Mac. Worst case, you'll be using Windows on that Mac, since it now runs natively on the intel Macs. Best case: You'll be using Mac OS X almost exclusively, running Windows XP maybe in Parallels Desktop (virtualisation software) for some software you haven't found a Mac OS X compatible replacement for yet.
And just a reminder: No, we don't talk about illegally getting OS X to run on PCs not made by Apple here.
