Smile Date and Time settings locked - need help

I have a eMac with MAC OS X ver 10.3.9 operating system.

I am needing to run programs but the date and time is set to 1/1 1970 and it is causing me problems. The date and time settings are locked. I do not know the admin user name or password. Does Mac have a generic user name and password that will allow me to reset the date and time?

It is very critical that I am able to restore the correct date and time.
