Problem with long filenames on 10.2.3 server from 10.2.3 client

Hello all. I am having trouble with making or editing long filenames on a 10.2.3 server from a 10.2.3 client via AFP. Does anyone know what settings I have to change to fix this or is it still a gimp in AFP?

From the local machine I have no problem making or editing the long filenames. It is driving me insane!! Thanks for any and all help in advance.
