Screen overlay app wanted to use sketch for designing?

I have a pencil sketch that I scanned and turned into a transparant PNG. Now i need a program that overlays this PNG on the complete OSX screen, so I can work underneath with various design programs. The image window must pass clicks to the underlaying app windows.

Does anybody know an application to do this?
Otherwise I have to print on a real sheet and stick it to the screen.

The only thing I could think of is to use photoshop.

You could have a doc. with two layers, but the one you want to trace on the top layer, and turn the opacity down. Then just click on the bottom layer so that's the only you're drawing on.

Is that what you're looking for?

Nope, that is not.
I want to do 3d modelling based on a first sketch by hand. Since 3D programs do not work with that sort of layers as you have in Photoshop, this is not possible in the programs itself. Therefore I was looking for a small utility to do this.
