Cool Jaguar not finding system/app help

This has just started happening.
Every time I click for HELP either inside an app or just on desktop, I am totally ignored! The stupid thing just sits looking at me.

I did a repair permissions, which sorted out a few problems, but not the HELP app.

I managed to get it to work once by tracing the route and launching from the HELP App itself. So it's working as far as that, which means I am missing the link from the click ~ Help.

I went to Apple dot com, and tried typing HELP in the search and got millions of replies, so after trying every which way I could think of I gave up. Couldn't they have called it HELPME or ImSTUCK or Anything else but HELP. !!!

Any ideas anyone>???

That was good! But didn't work.

I have got the user (myName) Library and the general Library.
When I try and launch any of the HELPs in the general Lib (as per Apple Troubleshooter suggests), they all answer with...

The Application cannot be launched because this system is incompatible.

I have my mac set up with 2 OSs. On this HD I have Jaguar, and on another internal HD I have Panther. (That help doesn't work either). I always have to boot up to the other HD to run Panther, so I assumed that runs seperately.
As I was assured when I purchased Panther from my Apple dealer.

Reboot your Mac then throw those files out before launching any other program. This should help.
