Can I change refresh rate of my monitor?

ok, i have a not-so nice montior and a much better tv with pc inputs that I would like to hook it up to. (The tv is a Sharp 20 inch lcd HDtv, and the monitor i currentlly have is a CRT 19 inch monitor, g4 i believe, connected to a power mac G3). My tv will accpet a 60hz frequency, while my monitor runs at a 75hz frequency. I noticed that under the display option there is a bar that you can ope were it would allow you to change the frequency, but it is locked. It appears that you can change the refresh rate, but it will not allow me to change it, and i was wondering if this is even possible.
