Apache starting/Web Sharing disabled

Apache seems to be starting on it's own on my machine. I am running Leopard on a machine that I upgraded from Tiger. Web Sharing is disabled in System Preferences. When I browse to http://localhost I get the Apache start page. Executing the command "apachectl -k stop" gives the following results:

httpd (no pid file) not running

There seems to be no way to stop the apache service. I would like to have absolute control over this service. How can I do this?
