Retrieving E-mail from Mac Mail

My ISP put a block on me as a "spammer" after I was reported by a Republican precinct delegate who apparently was upset at my sending them a message on the eve of a state convention telling them who I supported. Comcast would not disclose who the person was, nor was there a fair means of first finding out if I was guilty or not.

At any rate, in trouble shooting my problem, before I realized my ISP had done the damage by blocking my outgoing SMTP, I deleted my account and then put it back into mail to take the new settings that it refused to take until I deleted the initial account. The problem I have, is that all the messages left in my inbox, sent box, all are left devoid of information and their original content saying:

The message "(message content subject here)” has not been downloaded from the server. You need to take this account online in order to download it.

And that is what all the messages in my inbox and my "Sent" folder have been reduced to, which is really unfortunate.

Does anyone know if I might be able to restore these messages?
