Elements 6 Resizing Help?

Hello,

In the past I've used Downsize to size my photos and to watermark them. So normally in Downsize I pick 260x180 pixel size and the quality at 78% and my size is about 24-28 kb big which is great.

Now I go into Element 6 and select process multiple files and choose 260x180 pixel size and it's like 96kb. I tried 50x50 which is way too small and it's still the kb are too big. How do I get it to size around 25kb for each photo and all the same size.

That's what don't like about Downsize is even though I say 260x180 size I get the photos all different dimensions and it drives me crazy. So want uniform size with Elements but have to keep the kb small enough. Is this possible? Also realized I can watermark in Elements too.
