Entourage does not work on 10.5.5

Entourage 2004 11.4 does not work on 10.5.5 when parental controls is turned on. I even went so far as to allow everything in parental controls while leaving parental controls on. Then I rebooted to make sure settings took affect. Still can not connect to exchange server.
I can connect just fine as the administrator on my new intel Mac.
