Help with my macbook!

my laptop just out of nowhere, has activated the speech and i do not know how to remove it. It has also has a confusion of the keys. like the increase of the volume is now the key for f4 and the decrease is now the use of f3! how can I change my laptop to normal!?

System Preferences > Speech
and > Keyboard & Mouse > Keyboard.
Or, > Universal Access > Seeing. Maybe Voiceover is on?
