iBook G4 won't start-up

My brother-in-law has a 1.33GHz iBook G4. He brought it me when it started misbehaving. I have tried to fix it. I was not successful. Here is what I know...

He installed Leopard in June, '08. Around October it started giving the "You need to restart your computer. Hold down the Power button for several seconds or press the Restart button" screen after short periods of use. It eventually started giving the error whenever he tried to boot. The chime sounds, the Apple appears, the spinning hash thingy spins, then the restart message appears.

I was able to boot it in target mode and connect it to my PowerBook. I verified the drive and repaired permissions. No help. I reset the PRAM. On the first reboot I got to the Login screen, then got the restart message.

Try to reinstall Leopard. If that doesn't work, try Tiger.
