Safari Back & Forward Buttons Stopped Working?

anyone else have a problem with Safari's back & forward buttons not working?
they are always "grayed out" as if i was using the "Private Browsing" option.
i've tried resetting safari and resetting the toolbar to default setting in the customize toolbar option. the problem started with safari 3 but is still the same with safari 4.
