OSX 10.4.11 stopped loading dektop & ico

OSX 10.11.4 (after a power outage) rebooted without icons or access to desktop by double-clck. Can't find anything in archives (mine included) but remember "we' all fixed this orioblem awhile ago. I've ran DskUtil & TechTool 4. My backup's useless as I was ill during this period -- having no access at this time to the Mac, my HD CarbonCoby made copies faithful & true -- screwed up plists or what ever.
