A Mac OS X installation on a PowerBook is not guaranteed to be compatible with an iBook. Try booting the iBook with the 'option' key held down, or try booting from the OS X Install/Restore CD/DVD... you may need to reinstall OS X on the hard drive for the iBook to be able to boot from it.

After you've booted from the CD/DVD, you should be asked to select a language. Select one, then click the right-arrow icon to proceed. Once on the next page after selecting a language, select "Disk Utility" from the "Installer" menu at the top. When Disk Utility opens, you can use it to partition and/or format your internal drive. Once formatted/partitioned, quit Disk Utility, and the Mac OS X install process will pick up where it left off.

Then either the harddrive or the harddrive controller is dead.

The hard drive controller is a chip on the logic board - which will mean that you need to replace the logic board.
