You just need to boot up from you Install Disks and reinstall Mac OS X. None of your personal data will be lost.

Other than that check to see if you emptied the trash already. If not you may be able to restore those back from the trash. Might want to start doing backups so next time if its your personal data you won't be as lucky.

Or, you could use a program called "Pacifist" to extract those utility/application bundles from the original install CD/DVD, then apply the latest OS X combo update to ensure that they're all at the current version.

Not really.
You've lost a lot of utilities from your system, and your install discs. There isn't a magic button that would get all those files, folders, and applications replaced as they were before deleting them.

Find the install discs, and install from them.
Or get Snow Leopard discs, and install that.

And create yourself a non-admin user to prevent such deletions from happening in the future.

You could of course get the missing items, provided only those items listed are missing, and all other applications, frameworks etc are complete and working, copying from some other working system with same version of Mac OS X to your system, to same exact folders.
So.. in case anyone's up to digging those files individually (and transfer over chat etc), what is the version of Mac OS X you are currently at?
