Good MP3 Streaming Program?

Yes, I am aware of Quicktime Streaming Server, but I don't have OS X Server so I'm out ouf luck there. I'm interested in starting a web radio station, so does anyone know of any good mp3 streaming programs that can preferably be opened in winamp/etc. as well? Also if you know of any free web radio services that don't require Windows such as live365 (but they're windows only) please tell me
