Extend My Network With the New Airport Setup (v 4.2)?

I Have Two Airport Express(es). The new Airport Setup does not have an option to extend the network. Consequently I cannot set-up the other device (the one not hooked up to the cable modem). I tried using the Airport Utility and it was not working the way a help page had suggested, WDS, etc.

What should I do?
