It's a way to cheat on Halo -- the host of the match can do wicked things if they have a modded Xbox and modified level maps (like run super-fast, jump super-high, have automatic aiming, change the weapons on a level, etc.). Inducing lag into the game can help the modder get the "host" designation so that they can do these things.

They're not trying to slow the game down, they're trying to cheat.

does anybody know what i have to do to ftp my xbox i type in ftp://xxx.xxx.xxx
it comes up with password error i dont know my password is there any way to change it
i am connected through a belkin wireless> belkin bridge >netgear switch> computer > xbox
is it possible to connect the computer to the xbox through ftp or other and tranfer mods over without undoing the xbox.
the xbox mods i would like to have is a dash mod a halo mod and be able to gain host

This is a question better suited for an XBox forum -- not that we won't help you, but the wealth of knowledge around here is concerning Mac OS X, not the inner workings of an XBox.

It looks like you'll need a "mod chip" (which are now illegal to sell in the US) to do anything you want to do. A simple search for "how to mod xbox" turns up too many hits to list:
