Set permissions for Active Directory users?

hey....how would i go about setting permissions / restrictions for active directory users? such as they aren't allowed to access the terminal or they can't access most items in the system propertys or can't run the system software update? i know some of this can be done through parental controls, but the AD accounts are not local, they're stored on windows server 2003. thanks :]
