Panther can't see Tiger shared files / printers

I have a new Mac Mini running Tiger, and an iBook G4 running Panther. File Sharing and Printer Sharing are turned on on both. AppleTalk is on on both. The MacMini can connect to the iBook no problem, but not the other war around. The iBook can't see the MacMini's shared printer.
Any suggestions?

Do you have any third-party firewalls installed? Is the Apple Firewall blocking? Are both systems up-to-date? Are the correct drivers installed? Can you connect with any sharing protocols? Can you ping? What is your network setup?

Sorry for all the questions, but this could be caused by a variety of problems.

Some answers to your questions

My answers below.

Do you have any third-party firewalls installed?
The built-in (Apple) Firewall is active on both machines. But file sharing and printer sharing is turned on on both also, so the Firewall shouldn't be a problem, right?

Is the Apple Firewall blocking?
As above.

Are both systems up-to-date?
The latest versions of Tiger and Panther are on each machine.

Are the correct drivers installed?
I have run the setup program again for the 2wire Router, so, according to the router, that's the the correct driver.

Can you connect with any sharing protocols?
Yes, file sharing FROM the iBook is working, ie Connect to Server works FROM the MacMini. However, cannot connect to server from the iBook (Panther) to the MacMini (Tiger).

Can you ping?
Yes, I can Ping the MacMini from the iBook. No problem.

What is your network setup?
Both computers on Airport, connected to a 2wire 2701 router, connected to att dsl.
The airport connection does drop out a bit. It might be the router. I don't know. Any ideas?
